Baldwin Youth Services, Inc is a private, non-profit organization licensed by the State Department of Human Resources and a partner agency of United Way of Baldwin County.


VISION: Baldwin Youth Services enables and empowers youth to win, even when we don't see it, by overcoming challenges and exceeding the standard in the delivery of youth and community services. Affecting change is our daily impact, for they rely on us!

BYS operates a Boys Home, Girls Home, and Intervention Center. Our Boys and Girls Home residents come to us through a court order issued by the Baldwin County Juvenile Judge. Our Intervention Center provides temporary shelter for youth that have been placed into the custody of DHR. We also have multiple services available for Baldwin County parents of teens.

Erica Perkins / Operations Manager

Erica Perkins / Operations Manager

Erica Perkins graduated from Huntingdon College and spent the first part of her career in the corporate world. She joined BYS in 2017. Since that time, she has worked at the Intervention Center and as a Houseparent. In 2023, she accepted the position of Operations Manager. 

Katelyn Stegall / Social Worker MSW

Katelyn Stegall / Social Worker MSW

Katelyn Stegall is the Master Social Worker at Baldwin Youth Services, where she focuses on helping children and building stability for individuals. She earned both her Bachelor's and Master's degrees in Social Work, specializing in Direct Practice, from Troy University. In her role, she provides compassionate support and advocacy, aiming to help families overcome challenges and achieve lasting stability. Her personal interests include spending time with her children, traveling, and enjoying nature. 

Patrice Hill / Social Worker LBSW

Patrice Hill / Social Worker LBSW

Patrice has been a resident of Baldwin County for over 30 yrs. She graduated from Harding University with a bachelor's degree in social work, and has been a LBSW for 30 years. She has worked with children from infants to 18 yrs old and provided training for foster and adoptive parents. She has been with BYS since 2018. 

Jason Sweetman / Recreation Coordinator

Jason Sweetman / Recreation Coordinator

Jason is our Recreation Coordinator. He comes to our campus, our residents go to his gym, and he meets us out in the community. He is the owner of Impact Fitness in Foley, AL. 

Group Home Houseparents

Frank Carter

Frank Carter

Frank joined BYS as a Boys' Home Houseparent in early 2023. His background working with teenagers dates back to 2002, as a youth leader and then Youth Pastor until 2018. He became an Associate Pastor in 2019. Franked became a houseparent to further his contribution in assisting teenagers to get on the road to success! He has a passion to see them God and succeed in life! Frank resides in Escambia County, Alabama with his wife and son. 

Tonya Bishop Holmes

Tonya Bishop Holmes

After moving to south Alabama from Ohio, Tonya joined Baldwin Youth Services in January 2024. She held the day shift staff position and then became Girls' Home Houseparent in 2025. Her passions include ministries that reach out to the hurt and broken in all shapes and sizes. This same passion is what led her to BYS and keeps her on the go. She resides in Baldwin County with her husband and son. 

Christi Stacey

Christi Stacey

Since Christi has joined BYS, she has held afternoon, upnight, & daytime shifts at our Intervention Center. She became a Girls Home Houseparent August of 2025. Outside of BYS, Christi is pursuing her bachelor’s degree in social work and has been recognized as an exemplary student by exceeding the criteria for membership in The National Society of Leadership and Success (NSLS) and National Honor Society. She anticipates graduating next fall. 

Mike Burdine

Mike Burdine

Mike joined BYS as a Boys' Home Houseparent in 2023. His background includes graduating with a degree in Criminal Justice, being a police officer, and then being the Executive Director of the Salvation Army Boys and Girls Club through 2022. Mike currently leads the Baldwin Youth Leadership Program for the 2025 - 2026 school year.
